MAKING CHEESE GREAT AGAIN: MAINTAINING ACCEPTABLE HOLE SIZE IN GRUYÈRE CHEESE

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Purpose.
The American people deserve real cheese — not empty promises. Recently, Gruyère cheese producers, some foreign, some domestic (but not the best ones), have been selling cheese with holes so big, you could drive a truck through them. It’s disgraceful. The American people are paying for cheese and getting air. Under this order, that stops now. We are making cheese great again.

Section 2. Definition.
For the purposes of this order, “Gruyère cheese” means any cheese labeled, marketed, imported, or sold as “Gruyère” within the United States, whether from Wisconsin, Switzerland, France, or anywhere else.

Section 3. Regulation of Hole Size.
(a) All Gruyère cheese manufactured, imported, distributed, or sold in the United States must comply with the following standard:
No individual hole (eye) in the cheese shall exceed 1 centimeter (approximately 0.39 inches) in diameter.

(b) Compliance with this standard shall be mandatory. Any cheese exceeding the specified hole size shall be deemed adulterated and subject to immediate recall and disposal under the authority of the Department of Agriculture.

(c) The Secretary of Agriculture, working with the finest cheese experts (only the best), shall issue implementing regulations and conduct regular inspections to ensure compliance.

Section 4. Enforcement and Reporting.
The Secretary of Agriculture shall submit quarterly reports to the President detailing inspection results, enforcement actions, and overall compliance rates.

Section 5. General Provisions.
(a) Nothing in this order shall be construed to impair or otherwise affect the authority granted by law to an executive department or agency.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

Section 6. References.
This order shall be guided by the principles established in:

  • 21 CFR Part 133 – Cheeses and Related Cheese Products;
  • 21 CFR Part 101 – Food Labeling;
  • Guidance for Industry: Food Labeling Guide (FDA).

Section 7. Effective Date.
This order is effective immediately. America deserves the best cheese — and we are going to have it!
